The Housing Authority of the City of Sulligent, Sulligent, Alabama, is now accepting bids for the rescheduled bid opening for, Renovation of 4 – 3 Bedroom Units at Bogue Court, Development Sulligent Courts AL119-000001. Bids will be received at the Management Office at 211 Project Street, Sulligent, AL until 10:00 A.M. local standard time on Thursday, May 22, 2025, at which place and time all bids will be publicly opened and read aloud.

Specifications and Drawings can be viewed in the office of RJZ Architecture, PA, Architecture Engineering; 91 Sunset Drive, Suite C, Grenada, Mississippi 38901. Bid documents are being made available via original paper copy. Plan holders are required to register for an account at www.jones-zanderplanroom.com to view and order Bid Documents. All plan holders are required to have a valid email address for registration. Bid documents are non-refundable and must be purchased through the website. All bids must be submitted in a sealed envelope and the words " Renovation of 4 – 3 Bedroom Units at Bogue Court, Development Sulligent Courts AL119-000001" and “Bid Documents” clearly written on the outside of the bid envelope. Contact person for further details is RJZ Architecture, PA (662-226-7115). See also HUD-5369, Page 1, Paragraph 1.

Each bid must be submitted in duplicate on forms furnished by the Architect and shall be sealed in an envelope. The bid must be accompanied by a certified check or bid bond in an amount not less than 5% of the Base Bid; the successful bidder will be required to furnish and pay for a satisfactory Performance Bond and a Payment Bond in the amount of 100% of the Contract. All bonds must be signed by an Alabama Resident or Resident Agent.

NOTE: THE SURETY SHALL BE ACCEPTABLE TO THE HOUSING AUTHORITY AND SHALL BE CURRENTLY LISTED AS AN APPROVED SURETY IN THE U. S. TREASURY DEPARTMENT CIRCULAR NUMBER 570 TO ACT AS SURETY ON BONDS SECURING GOVERNMENT CONTRACTS.

Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.

Each bid must include the Non-Collusive Affidavit, Representations, Certificates and Other Statements of Bidders and the Previous Participation Certificate signed by the bidder and on the correct HUD forms. All bidders are advised to ensure that the HUD Form 2530 is completely accurate, and each block completed. If the HUD Form 2530 is not correct, the contract award date will be delayed.

Contractor shall be licensed in accordance with the State Laws. Proof of licensure will be required on the outside of the Bid Envelope before bid will be considered. Subcontractors whose contracts exceed $50,000, must also be licensed according to the State of Alabama Law and show proof thereof.

Note: Bidders are advised that any misrepresentation of information contained in the bid package for previous work performed or negative information received by the Housing Authority concerning past work performance will be grounds for rejecting your bid proposal.

Bids may be held by the Sulligent Housing Authority for a period not to exceed sixty (60)days from the date of opening of bids for the purpose of reviewing them and investigating the qualifications of the bidders, prior to awarding the contract. Any successful bidder who withdraws their bid for any reason within the 60 day period may forfeit the 5 percent bid bond.

All other methods of bidding, except telegraphic modifications, will be considered non-responsive. No modifications on exterior of envelope without proper signature.

The work will be in one Prime Contract. Bidders for this work shall have a “commercial contractor” license. All bid envelopes shall contain, on the exterior side, the Contractor's Certificate of Responsibility number.

Award will be made to the lowest responsible and responsive bidder whose bid meets the requirements of this Invitation for Bids. The Housing Authority of the City of Sulligent, Sulligent, AL reserves the right to reject any and all bids or to waive any informalities in the bidding.
